Preheat the oven to 320⁰F (160⁰C) and grease a 11-inch by 7-inch baking pan.
Melt the butter in the microwave for 1 minute or in a saucepan on low on the stove. Remove from heat, and stir in the caster sugar.
Add the eggs and stir until combined.
Add the flour, baking powder, and cocoa powder to the butter mixture and stir until combined. Add the chocolate chips and mix until evenly distributed.
Put the mixture in the baking pan and smooth with a knife so it’s flat on top. Sprinkle the sea salt evenly over the top of the batter.
Bake in the oven, until the top appears dry, with a slightly wobbly center, and the edges have started to pull away from the sides, about 25-30 minutes.
Place on a cooling rack to fully cool, then slice directly from the baking tray.
